Steps for Reimbursement

Check your eligibility.
These entities may be eligible:
- NC public schools
- NC charter schools
- NC licensed child care facilities
- NC licensed family child care homes
To be eligible, schools/facilities must meet the requirements of:

Partner with Clean Classrooms for Carolina Kids.
Schools/licensed child care facilities must partner with Clean Classrooms for Carolina Kids to fulfill N.C. requirements.
Enroll with Clean Classrooms for Carolina Kids
The school or facility must have an inspection for asbestos and lead-based paint.
- If you do not have an existing inspection, Clean Classrooms for Carolina Kids provides free facility-wide inspections with no out-of-pocket cost. This service ends Nov. 30, 2026.
- If your facility meets prior inspection or building age exemption criteria, please upload documentation to the Clean Classrooms for Carolina Kids online portal. This is part of a state-mandated effort to increase public access to lead and asbestos records.

Ensure the work to be completed qualifies for reimbursement.
Eligible schools/licensed child care facilities can get reimbursed for:
- Asbestos and lead-based paint abatement and remediation activities that meet 10A NCAC 41C .1003 and .1004.
- Replacement materials (or “put-back materials”) that meet 10A NCAC 41C .1002 requirements.
Reimbursement covers up to two-thirds of eligible costs for public schools. Licensed child care facilities may receive 100% reimbursement of eligible costs.
Reimbursement is not guaranteed and depends on available funding. The work must occur between April 29, 2022, and Nov. 30, 2026, to qualify.

Before work begins, submit work notification.
At least 10 calendar days before work begins, submit the appropriate notification form:
- NC - ARPA - Asbestos Notification (PDF)
- NC - ARPA - Lead Abatement Notification (PDF)
- NC - ARPA - Lead Renovation, Repair and Painting Notification (PDF)
Note: Please download, open forms in Acrobat, complete, sign, and submit as an attachment to ARPA-Reimbursement@dhhs.nc.gov.

Once work is completed, submit documentation and reimbursement packet.
Submit your reimbursement packet. It should include the following:
- Applicable reimbursement request form:
- Current NC Substitute W-9 Form (PDF)
- Unique Entity Identifier (UEI) Fact Sheet (PDF)
Use the ARPA Reimbursement Documents Checklist (PDF) to determine what documents you should include with your reimbursement packet.
Email all reimbursement packets to ARPA-Reimbursement@dhhs.nc.gov. Within 45 calendar days of work completion, submit a report with final clearance inspection results.
