    Inspect the Facility for Asbestos-Containing Materials

    An accredited asbestos professional must inspect buildings before any demolition or renovation begins.

    This inspection determines the presence, type, location and amount of asbestos. The inspector confirms what state/federal rules and regulations apply to the project.

    Submit Notification and/or Get a State Permit for Demolition or Renovation

    Notify the Health Hazards Control Unit (HHCU) of building demolition, even if no asbestos is present.

    Get an asbestos removal permit from HHCU if you plan to remove regulated asbestos-containing material of more than:

    • 35 cubic feet,
    • 160 square feet, or
    • 260 linear feet

    Submit with original signature at least 10 working days before beginning work.

    Regulated asbestos-containing materials are materials containing asbestos that:

    • Can be easily crumbled in your hand;
    • Will be or have been subject to sanding, abrading, grinding or cutting;
    • Are likely to crumble or reduce to powder due to forces used in demolition or renovation.

    Change of plans? Submit a revision to notify the Health Hazards Control Unit of any changes, including:

    • Start or completion dates
    • Removal methods
    • Scope of work

    Check with your local building inspections department

    Check with the county or local building inspections department for their requirements.

    Note: Any required local permits are separate from state permits. Getting a local permit alone does not meet state notification or permit requirements.

    Mecklenburg, Buncombe and Forsyth counties

    Local air pollution control programs in these counties have their own asbestos-related requirements. State notification and permit requirements still apply.

    Address the Asbestos

    Remove regulated asbestos-containing materials before starting any activity that will disturb the material. Only North Carolina accredited asbestos professionals can perform these activities.

    Handle asbestos-containing materials so that fibers are not released into the air. Keep the materials wet at all times during demolition and renovation. There should be no visible emissions.
