NCIP Provider Enrollment and Responsibilities
The North Carolina Immunization Program (NCIP), in partnership with the federal Vaccines for Children (VFC) program, provides vaccines at no cost to health care providers across the state.
We also support immunization of uninsured and underinsured adults and other priority populations through the 317 Vaccines for Adults (VFA) Program (PDF). Section 317 of the Public Health Service Act authorizes federal purchase of vaccines to vaccinate children, adolescents and adults.
Participating health care providers:
- Must administer these vaccines according to NCIP guidelines.
- Cannot charge patients for the cost of the vaccines but can charge an administration fee for each state-supplied vaccine administered. This fee cannot exceed the rate set by NC Medicaid.

Provider Responsibilities
NCIP guidelines require that participants:
- Sign an Annual Agreement. Providers must sign a legally binding NCIP Provider Agreement each year. Only practitioners licensed (MD, DO, NP, PA, RPh) in North Carolina are eligible to sign.
- Allow Site Visits. Participants must permit periodic site visits conducted by the N.C. Immunization Branch staff.
- Administer Vaccines as Directed. Providers must adhere to the required guidelines for vaccine administration.
- Ensure Proper Vaccine Storage and Handling. Vaccines must be stored and handled in accordance with established protocols.
- Track Vaccine Inventory. Providers are responsible for accounting for every dose of state-supplied vaccine received.
- Complete Annual Training. Providers must participate in an approved CDC training opportunity to meet the annual educational requirement.
